Shortly after gaining the mystic items of demon, The Hood teamed up with his cousin to steal some diamonds from a mob boss. While he was able to defeat Dennis Golembusk. While he was able to defeat Golembusk's hired muscle of Constrictor, Shocker, and Jack O'Lantern with relative ease, he accidentally shot a cop in the process which lead to his cousin's arrest and the Hood getting on the FBI's radar. After outwitting the FBI, Parker sets his sites on becoming a crimelord.

The Hood decides to become the Kingpin of Super Villains. Shortly there after the Hood calls a meeting of several dozen super villains to discuss the chaos of the current super powered world, and offers each attendee $25000 in seed money to join his organization. The first major event of the criminal enterprise begins because the Owl steals a Deathlok from S.H.I.E.L.D. in hopes of selling it off to the highest bidder. Because the Owl did not ask permission, the Hood shows up at the auction, steals the Deathlok, shoots the Owl, and lets the villains in attendance (Jonas Harrow, Madame Masque, The Wizard, and Crimson Cowl) know that this is the price for not joining the organization. The team of villains use Deathlok to rob a federal reserve bank in New Jersey, netting them over $12.7 million but leading to a confrontation with the New Avengers.

The Hood and his allies are beaten but not defeated, and the Organization become reoccurring adversaries to the Avengers. With his prominence in the Super Villain world established, Parker is invited by Norman Osborn to become part of the Cabal alongside Emma Frost, Dr. Doom, Namor and Loki. Having recently replaced Tony Stark and SHIELD, Osborn is able to offer the rest of the Cabal solidarity and the resources to accomplish their own agendas. Though the Cabal's dark reign is only temporary, it solidifies The Hood as one of the key players among Marvel's villains.
