I'd wanted a 1:6 alter ego figure ever since I'd watched Mighty Morphin Power Rangers. To complete the figure, I used a head from a Western Fun Ken doll, and the body from an ERTL Sportsmen figure. The ERTL figures have a DML style neck, with one difference- the neck post itself is a long cylinder, which allowed me to simply stretch the vinyl on Ken's neck, and slide the head onto the neck post, where it has remained, without glue or other adhesive, simply with a friction fit.
Billy's attire came from various sources- his glasses were a custom from Jim Bob, a friend of mine, where Barbie sunglasses had the solid silver lenses ground out via a Dremel, the plaid shirt came from Totally Cool Ken; his striped shirt was a custom from a friend of mine, An42. His jeans came from an Etsy seller; his shoes were from a 1 Direction doll. His daggers were originally part of an Imaginext Power Ranger set, and his helmet was originally part of a six piece collectible set, that I found parted out on Ebay.
