While it's not bad, there are a few things keeping ol' Shocker here from being truly great.

First and most prominently is the sculpting on his belt and gauntlets. They're roughly sculpted, with little detail. The belt has several uneven areas, and in the pictures you can see fingerprints on the sculpt as well. Try redoing both, and take a little more time to sculpt in the details and even up the belt pouches. Also try to even up the sculpt on his boots as well, one looks like it's a little thinner than the other. Remember that you can use a fine sandpaper to smooth out your sculpt after it's dried, which will really help the figure pop.

The second problem area is your linework. I don't know if you used a brush or toothpick to paint the lines, but it appears to have smudged the yellow basecoat underneath. For your next piece, you might try using a micron pen to apply the lines, which if you're patient and careful can give you much cleaner lines. You will need to be careful when doing so, as micron ink takes at least a day to dry, so you can easily smudge the lines if you're not careful. On the positive side though, you can easily wipe off the smudge with a damp towel, and try again after it dries.

Now with that said, I like the dark brown you've used for his body, I think it works well to bring out the bright yellow of his costume. Shocker has always been one of my favorites as well, since he's one of the few Spiderman villains who doesn't care about getting revenge on the wallcrawler, and instead just wants to make the big score.

One other thing I forgot to mention, if you do use micron pens to do the lines, makes sure you seal them after they dry. If you don't they can still smudge somewhat under you fingers.
